Tammi Fisher, CEO
Tammi Fisher is a seasoned management professional possessing a favorable combination of skills including, program management, travel management, and managerial support.
At DHS, she helped to develop and manage programs on data analytics, cyber security, and cyber security applications for the Cyber Physical Systems and the Internet of Things.
Tammi has worked with some of the leading researchers in the field of data analytics and cyber security, and has been the bridge between technologists and operational end-users throughout her career
Tammi has supported the Department of Homeland Security, Science & Technology Directorate (DHS S&T) for 16 years, in areas of Cyber Security and Command, Control and Interoperability.
Prior to joining BayFirst Solutions, Tammi supported the Department of Health and Human Services (HHS), National Disaster Medical System (NDMS), Federal Emergency Management Agency (FEMA), and National Institutes of Health.
While supporting these government agencies, Tammi facilitated government travel policies and systems that are still implemented today.
Tammi has a broad portfolio with experience in program management, stakeholder engagement, operational requirements gathering, strategy development, meeting facilitation, financial planning, travel management, coordination of national and international strategic initiatives, and the management of multi-disciplinary and multi-agency teams.
Charles Downing, Director of Operations
With over ten years of experience in management consulting, Charles provides technical and strategic direction for the Catalina team by driving operational enhancements and organizational efficiency.
Charles is a veteran of multiple business sectors, having worked in developing client relations at The Department of Homeland Security, State Department, The Joint Chiefs of Staff and private sector.

Before joining Catalina Associates, Charles was a consultant for Booz Allen Hamilton and Knight Point Systems. A native of New Mexico, Charles holds dual Bachelor’s degrees in History and Political Science from Texas Technical University.
Charles has a dynamic character reflective of his upbringing in Clovis, New Mexico. Three essentials he can’t live without include guitars, ice cream and a grill. He is an avid Rage Against the Machine lover, aficionado of lumber jack patterns and a retro enthusiast. Charles deems the song Flashlight by Parliament as his life’s instrumental. He is a beloved husband and Uncle and a devoted partner of Catalina.
