Clearance Level Required: Top Secret, ability to obtain and maintain SCI.

Education Minimum Requirements: A bachelor’s degree from an accredited college or university in science, technology, business, or related field is required. At the discretion of the government, specialized experience may be substituted in lieu of specific educational requirements.

This position leads the program management support for the OUSD R&E Beyond 5G Thrust. This support will include developing and maintaining work products that support management decision making, strategy development, initiative definition, action tracking and monitoring, planning, and execution. The contractor must be skilled at interfacing, communicating, and collaborating with government personnel ranging from action officers to senior leader levels, including civilian and military.

-Prepare, research, and analyze to identify and prioritize technical efforts within OUSD(R&E) and across DoD-wide efforts to advance next-generation (NextG) communication systems.
-Prepare, review, and assess input to Congressional reports and information papers and supporting their participation in working groups and committees.
-Provide assessments and programmatic assistance, from concept to definition, through initial capability demonstrations.
-Prepare research and analyses to align assessments of threats to new/emerging technologies that have the potential to counter those threats.
-Provide analyses on technologies and community trends to identify key scientific developments and researchers/organizations and forecast topics and trends.
-Assist in the development and strategic planning of charters, visions, goals, and roadmaps in technical areas of interest and other advanced technology areas.
-Coordinate activities with the appropriate technology community stakeholders, including the Department of Defense, Intelligence Community, and industry organizations.
-Provide administrative and technical support for OUSD(R&E) projects. Support efforts include arranging meetings, developing agendas, facilitating group interactions, and ensuring reports and analyses are documented and properly archived.

Additional Qualifications: A minimum of ten (10) years of relevant program management experience. Excellent experience and skills in strategy development and planning, communication, executive decision support. Ability to execute effectively in DoD staff environment and communicate effectively to audience across functional disciplines and at the most senior levels of government.
